Durban will be hosting the United Nations Framework Convention on Climate Change (UNFCCC) COP17‐CMP7 international climate summit from 28 November to 9 December 2011. This event is expected to involve 25,000 official delegates and many additional thousands of associated visitors and interested parties from almost every country in the world.

In terms of the Host Country Agreement between the UNFCCC and South Africa, the Government shall endeavour that climate neutrality is achieved for the Convention. This means that the carbon footprint of the event must be calculated, minimised where possible, and that the unavoidable emissions footprint mitigated or offset to ensure a low carbon event.

The eThekwini Municipality has accepted the responsibility for calculating, minimising and mitigating the “local” carbon footprint of the event. This is to include COP17‐CMP7 event related emissions that occur as a result of activities within the eThekwini Municipal Area and immediate surrounds. The eThekwini Municipality has appointed a specialist to calculate this carbon footprint and assist with identifying measures which will minimise it.

The National Department of Environmental Affairs (DEA) is responsible for calculating, minimising and addressing the mitigation of the event carbon footprint associated with international travel, national travel to and from Durban, as well as national and provincial government meetings and workstreams associated with the COP17‐CMP7 event. DEA has appointed a specialist to undertake the calculations and management of the process in respect of the emissions mitigation / offset.

The eThekwini Municipality and DEA have partnered in their campaigns to calculate the carbon footprint, minimise and mitigate it, and hereby invite the submission of Expressions of Interest for the provision, via donation, of renewable energy and / or verified carbon emissions reductions to contribute towards the mitigation / offset of the carbon footprint for the COP17‐CMP7 event locally and nationally.

Submissions, in line with the detailed requirements, need to be made before 14 October 2011 to eThekwini Municipality.
